A Brief History of Ligon and Ligon, continued... Also during 1985, the leadership of the company changed hands and William H. Stinson, Jr. was elected President, Peter G. Ligon (son of John Ligon) was elected Secretary and Ted Vanorsdale, Jr., continued his role as Treasurer. William W. Jones, formerly of BGE, joined the company in 1987 as General Superintendent and later was elected Vice President in 1992. During the 1980’s and 1990’s, Ligon maintained its leadership in the Baltimore area by performing many jobs with complex specifications. Ligon installed the first polyethylene chilled water system in the area as well as installed a solid 24” PVC liner in a live 36” force main that had been damaged by hydrogen sulfide gas. In the 1990’s Ligon was the first BGE trained contractor to install live gas services on low pressure mains and was also trained in plastic gas main fusing. Tim Falls, grandson to Dan Ligon, joined Ligon & Ligon, Inc. in 2003 starting in the trenches and working his way up to Superintendent. In 2005, Bill Stinson, VI, son of Bill Stinson, Jr., joined the company working in the field before being promoted to Estimator. It was in that same year that David Openshaw joined the Ligon team as Vice President/Senior Estimator. Dave earned his Civil Engineering degree from the Virginia Military Institute. He later earned his Professional engineering degree (P.E.) and his MBA from John Hopkins University. It was during this time period that Ligon continued its leadership in chilled and hot water, steam and gas main welded steel pipe installation and grew our annual sales volume from four million to over 12 million per year. Through the 2000’s, Ligon & Ligon, Inc. has continued to be a leader in the industry by working among urban, higher education, highly congested settings with complex utility involvement, all of which require shoring systems to OSHA specifications. Design/build projects and cost effective field changes to owners’ specifications continue to highlight one of our principal goals to exceed customer expectations as we strive to complete each project on time and under budget. Our prequalification with the City of Baltimore, Baltimore County, BGE, Verizon and Trigen Energy allow us the flexibility to perform utility relocates or new installation where field conditions require. This could include electric and communication duct bank work, sewer main, storm drain, domestic and fire line water main work. Our team approach for final restoration (streetscape work) has grown both in volume and quality and has allowed owners the MBE percentage needed in today’s business climate. Ligon & Ligon, Inc. is without a doubt rich in history and character. However, the company is clearly focused on the future, striving for continued success, innovation and quality utilizing the more than 125 years of combined civil engineering and utility construction experience.
